Essentially this has been a 15 year journey since the original conception where dinosaurs were genetically engineered and outcompeted the modern lifeforms on Earth but thought it made a better story and offered more freedom to go with a different planet. From there he had to determine why humanity would leave Earth and since he did not want it to be a completely industrious world why the government (galactic council or whatever) did not give them decent supplies. Scarface began as just another leader of a pack who lost respect after a human escaped from him but a rogue from the beginning made him more dangerous. He was originally a completely bloodthirsty killer that sought out human after human but giving him more intelligence made him scarier. From this rogue story he had to figure out how it was he came to be this way. Enter Turner and the Dawn of Scars. He figured this would be the best starting point in the story for him.
